In 1541, Jacques Cartier settled at Cap-Rouge with 375 colonists and founded the colony of Charlesbourg-Royal. Roberval took over the following year, but the site was abandoned in 1543. The name Cap-Rouge comes from the reddish shale of the cliffs at the mouth of the Cap Rouge River.

In 1637, the Jesuits set up a mission at Sillery with the support of Noël Brûlart de Sillery. From 1638, the Notre-Dame-de-Foy mission served settlers on the western part of the promontory, and the seigneury of Sillery was created in 1651. On April 28, 1760, the Chevalier de Lévis defeated James Murray’s troops at Sainte-Foy.
In the 19th century, the coves of Sillery lived from the timber trade and shipbuilding, and prominent families built villas there. Sainte-Foy (1855), Saint-Colomb de Sillery (1856) and Saint-Félix-du-Cap-Rouge (1872) became municipalities. The Cap-Rouge Trestle was completed in 1908, and the Québec Bridge linked Sainte-Foy to the South Shore in 1917.
Sainte-Foy became a city in 1949, the year work began on the Université Laval campus and Boulevard Laurier opened. The three cities were merged into Québec City on January 1, 2002. The current borough was formed on November 1, 2009, when Cap-Rouge and Aéroport were added to the former Sainte-Foy–Sillery borough.
