The land stayed agricultural for a long time. The parish of Saint-Ambroise-de-la-Jeune-Lorette, founded in 1795, began the settlement of the future Neufchâtel. Further south, La Petite-Rivière was part of Saint-Roch-de-Québec when it was created in 1855, then became a municipality in 1902.

On March 9, 1916, Québec-Ouest split from La Petite-Rivière. Land companies wanted to build a residential area there for Québec City workers. During the Depression, low-priced houses drew families, and the population grew from 600 to 2,132 between 1928 and 1933.
After the Second World War, industries and homes multiplied. La Petite-Rivière became Duberger in 1964, and Québec-Ouest took the name Vanier in 1966, in honour of Governor General Georges Vanier. Between 1970 and 1973, Québec City annexed Duberger, Les Saules, Neufchâtel and Charlesbourg-Ouest.
In 1988, Charlesbourg-Ouest took the name Lebourgneuf, formed from the end of Charlesbourg and the start of Neufchâtel. The borough was created on January 1, 2002, during the municipal mergers. It brought together the former Les Rivières sector and the city of Vanier.
